Follow this adage: “To attain knowledge, add things every day. To attain wisdom, remove things every day.” by Lao Tzu. Does this mean the less directive from the top the more responsive will be an organisation? It has been stated that stress lowers one's empathy and be less responsive to the environment. 

So KPIs that are designed to prevent problems are much preferred over ones that solve problems.
